Regarding the setup of ring head screws

As the title suggests, it’s a DN600 U-tube heat exchanger for which loose lugs have already been installed. Is it still necessary to use ring head screws? Please help, experts. Thank you!
The two have different functions; settings need to be made
It’s not necessary; the purpose of the ring head screw is to prevent the tube sheet from sliding, but since the diameter is too small, the anti-loosening lugs already serve that function
It cannot be canceled! The anti-loosening lugs are simply lugs, while the ring-head bolts are used for lifting during installation and removal.
The anti-loosening lugs are welded to the annular surface of the tube sheet, while the ring head screw holes are located on the end face of the tube side and are used for removing the tube bundle. These two components serve different functions, and generally they cannot be eliminated

Perhaps it’s not installed on some heat exchangers; without it, it’s inconvenient to remove the tube bundles for maintenance
If adjustments are to be made, two threaded holes are simply drilled on the tube side of the tube sheet; ring head screws are not normally placed there, and they are installed again during maintenance
