Our factory has two water coolers. The first one is used for heat exchange with desalinated water; what is the purpose of using low-pressure steam? The temperature coming out of the heat exchanger is very high – how can low-pressure steam be used to reduce this temperature?
It would be best to have a diagram; please explain the location of this heat exchanger, as well as the process conditions such as inlet and outlet pressures and temperatures
Desalted water is used as the heat transfer medium to prevent scaling in the water cooler and thus maintain effective heat transfer, while low-pressure steam is primarily used for wax melting.
The low-pressure steam pipe should be a backup, so that steam can be used for heating when the temperature is too low.
Normally, there is only desalinated water, used to cool the process gas, as well as a tank for heating the desalinated water to remove oxygen. The steam pipe is used for wax removal after shutdown.

I have the feeling that what the original poster is talking about is just a deaerator
