According to HG/T 20636.3-1998, which outlines the division of responsibilities between the automation engineering team and the piping engineering team in design work, the flanges, gaskets, and bolts on the piping side should be the responsibility of the piping engineering team. However, the design party insists that the instrumentation team is responsible for them, claiming that they are following petrochemical industry standards. I couldn’t find any such division of responsibilities in petrochemical standards anywhere. Do any of you have such petrochemical standards? Or, how to deal with those who are unreasonable? If it is provided by the instrumentation specialty, these will definitely come with the valves. Who will be responsible for welding the flanges on the *side?
In our company, they are generally supplied as complete sets by the manufacturers of control valves; Welding is carried out by the piping team.
In cases like this, if he mentions petrochemical standards, then the standard number must be specified; if you are not a petrochemical company, then you should follow the standards of the chemical or power industry. Petroleum industry standards aren’t infallible either.
Our company works on so many projects, and it is the instrumentation department that is responsible for the flanges and connection bolts on the pipeline side. With the exception of special flanges, it is not required that the instrumentation suppliers provide these components; instead, we handle their procurement ourselves! When designing, we always ensure that fasteners are included; this is a matter of internal division of labor within the design institute, and coordination among different teams can handle it. For example, before, it was the instrumentation department that was responsible for the bolt washers of the thermometers installed on the flanges here; later, after coordination with the pipeline team, they took over that responsibility, as it is easier and more accurate for them to keep track of such things through the PDS. As long as there are no leaks, that’s fine.
Generally, the piping department is responsible for this, because if the instrumentation department takes care of it, the valve manufacturers will sell the flanges as part of the instrumentation, and their cost will be much higher than that of flanges designed by the piping specialists. Therefore, unless it’s a special type of flange, it should be the piping department that prepares the matching flanges, along with bolts, nuts, and gaskets.
It is usually the piping department that handles this task. First, PDMS is used for piping work, which makes it easier to keep track of flanges, bolts, and nuts. Second, the procurement cost of piping is lower than that of instrumentation.
