How should primary roads and secondary roads in building codes be understood?

The understanding of the definition of main roads and secondary roads in building codes is directly related to the distance between buildings such as Class A factories and roads, but how is this determined? Is it based on the definitions of main and secondary roads in clause 2.3.1 of the design specifications for industrial and mining roads?
I also have the same problem; I would appreciate some guidance from experienced experts.
According to Clause 9.3.1(6) of the Code GB 50489-2009 – Code for General Layout and Transportation Design of Chemical Enterprises, as well as Clause 9.3.4, it can be seen that the definitions of roads in GBJ 22-1987 – Code for Design of Industrial and Mining Roads, GB 50160 – Code for Fire Protection Design of Petrochemical Enterprises, and GB 50016-2006 – Code for Fire Protection Design of Buildings are equivalent and consistent with each other; all of these definitions derive from the relevant provisions of GBJ 22-1987.
