The Work Safety Supervision Bureau requires enterprises to report their major hazard sources. I’m not sure whether the identification of such hazards in chemical enterprises should be carried out in accordance with the \"Standards for Identifying Major Hazard Sources of Hazardous Chemicals\" (GB18218—2009), or based on the Guidelines on Carrying Out Supervision and Management of Major Hazard Sources issued under Document No. 56 from the Work Safety Supervision Bureau. I would appreciate some guidance from those experienced in this field
In principle, it should be done in accordance with the \"Standards for Identifying Major Hazard Sources of Hazardous Chemicals\" (GB18218—2009). Document No. 56 issued by the Safety Supervision Department, titled \"Guiding Opinions on Carrying Out Supervision and Management of Major Hazard Sources\", is merely a set of guiding principles and therefore has less legal significance. Enterprises should report major hazard sources truthfully based on their actual situation; even those major hazard sources that are not covered by (GB18218—2009) and Regulation No. 56 should be reported if they indeed exist. Safety is no trivial matter!
It is indeed a problem. According to the new standard (GB18218—2009), it should be called a major hazard source for hazardous chemicals. This way, it has nothing to do with those steam boilers, pressure vessels, etc. But now the Safety Supervision Bureau makes no distinction and only requires re-identification according to the new standards. I really don’t know what to do.
Communicating with the local safety supervision agency will yield much better results than discussing it here
Anhui Province requires the identification of major hazard sources in accordance with the guiding principles
After informal discussions with the Shanghai Work Safety Supervision Bureau on this issue, all new identifications are to be carried out in accordance with standard 18218-2009... Document No. 56 is no longer applicable
In Henan, identification is carried out in accordance with GB18218, Document No. 56, and the \"Measures for the Supervision and Management of Major Hazard Sources in Henan Province\".
The identification standards for major hazard sources in 2009 focused mainly on hazardous chemicals; there were no such standards for pressure vessels and pressure pipelines. In these cases, identification can be carried out in accordance with the \"Guiding Opinions on Carrying Out Supervision and Management of Major Hazard Sources\".
