Scope of supply for tower internals

The internal components for the low-temperature methanol washing tower in my company are about to be put up for bidding. The management has said that it is essential to clarify the scope of supply during the bidding process; aside from some pre-welded components that will be manufactured by the tower shell manufacturer, everything else must be done by the manufacturer of the internal components. I would like to ask if anyone knows what aspects of the supply are required from the manufacturers of these internal components? What do internal component manufacturers do? What are the pre-welded components manufactured by tower shell manufacturers, and what do they include?
This design institute will specify the range; prefabricated parts made of the same material as the cylinder are supplied by the cylinder manufacturer, while those made of different materials are supplied by the internal components manufacturer
The internal welded components generally consist of just a few stainless steel plates used to support the trays; everything else is provided by the internal components supplier!
The internal components of the tower are usually fixed to the tower’s support rings via bolts, while the support rings are typically welded to the shell. To eliminate welding stresses or for other reasons, these components are generally provided by the tower manufacturer, with the internal component manufacturers providing the other components. Therefore, during bidding or supply, it is necessary to clearly define the scope of supply for each party – the tower shell manufacturer and the internal components manufacturer – and include all components, ensuring that no parts are missed, especially bolts, nuts, gaskets, etc.
The pre-welded parts that are directly welded to the equipment are all manufactured by the equipment manufacturer. The parts that can be removed are manufactured by the manufacturer of the internal components
