The damaged surface and the undamaged surface form an anode and a cathode respectively. The metal at the anode becomes ions and is dissolved, generating current flowing to the cathode. Since the anode area is much smaller than that of the cathode, the current density at the anode is very large, further corroding the damaged surface.
