Assessing junior and intermediate professional titles?

One of our colleagues has a young man who should be evaluated for a junior professional title. He graduated from a junior college, but he passed the self-study exam and obtained a degree certificate. Can this play a role in the evaluation process?
Isn’t it enough to pay for the initial job title? I remember I paid 110 yuan and filled out a bunch of forms. Then a few months later I got a call saying that I could go get the certificate.
