The intermediate handover in chemical plant engineering marks the completion of the construction and installation work, transitioning from individual unit testing to combined system testing. It is a necessary procedure for the construction party to hand over the project to the owner (the production unit). It is generally carried out on a project-by-project or systems engineering basis; for technical renovation projects that overlap with production, intermediate handovers for sub-projects can also be conducted. The handover at the intermediate stage is merely a transfer of responsibility for the storage and use of the equipment, and it does not relieve the construction party of its responsibilities regarding the quality of the project and its completion inspection. After the intermediate handover of the project, the project management department remains responsible for it until the completion acceptance. I. Conditions required for intermediate handover of a project: 1. The project shall be completed in accordance with the design specifications ; 2. The preliminary assessment of the project quality is satisfactory ; 3. No pressure test has been conducted on the process power pipelines; system cleaning, purging, airtightness testing, and insulation work are basically complete. 4. Strength testing and non-destructive inspection of the static equipment have been completed, along with cleaning ; 5. The individual testing of the moving equipment has been successful (except for those that require specific materials or special media and have not yet been tested) ; 6. After the load testing of large-scale units using air, nitrogen, or other media is completed, the unit’s protective interlocks and alarm systems, as well as other automatic control systems, have been successfully tested and calibrated. 7. The electrical instruments, computers, as well as the systems for gas protection, fire prevention, and explosion prevention of the facility have all passed the commissioning and calibration tests. 8. The temporary facilities for construction in the plant area have been removed; work is complete, materials have been cleared away, and the site is tidy. The vertical structure construction has been finished. 9. The items related to the three inspections and four determinations that affect the joint commissioning, as well as any design changes, have been dealt with; the responsibilities for other unfinished tasks and their completion deadlines are clear. II. Contents of intermediate project handover 1. Verification and handover of the actual quantities of work in accordance with the design specifications ; 2. Review, verification, and handover of the preliminary evaluation documents for project quality as well as relevant commissioning records ; 3. Handover of specialized tools and remaining spare parts and materials ; 4. Settlement of remaining project items and confirmation of completion time ; 5. Handover of random technical documents. III. For the interim handover of the project, the project owner (general contractor) first organizes the general contractor, production team, project management team, construction team, and design team to conduct interim inspections on a unit-by-unit and specialty-by-specialty basis. Finally, an interim handover meeting is held with the participation of these same parties, who then sign the interim handover agreement and its attachments.
Project handover takes place after the installation work is completed and the equipment has been calibrated; the focus should be on the \"three inspections and four determinations\" and their implementation, as well as the completion of the project documentation.
First, the drawing work is complete; the remaining tasks do not affect commissioning, and the quality meets the required standards
