This is indeed worth discussing. Money is hard to come by these days; even if the amount is available all at once, the interest rates are high! I believe that for each process, it’s best to follow the same workflow wherever possible. During the first phase of construction, some elements from the second phase can be built, but long-term considerations must be taken into account; avoid having to go back and make changes to things that have already been completed in the first phase during the construction of the second phase. As for utility systems, they should be constructed all at once, as there are many issues involved such as utility tunnels
