Regarding toxic gas emissions

As required, the new equipment in the factory must discharge the safety valve directly into the atmosphere. The gas to be discharged is exhaust gas containing CO/H2 (with a concentration of about 20–38% mol of CO and 10% mol of H2). The safety valve is installed after the compressor, with a discharge volume of approximately 18,000 Nm3/hr. I would like to ask everyone: 1. Are there any mandatory regulations requiring that toxic gases of this kind, which are not highly toxic, cannot be released directly? 2. Can it be released as long as it is not a highly toxic gas and meets environmental standards?
