Is it better to design the bottom sleeve of the reactor stirring shaft inside or outside?

I’m a new employee at the factory. One of the reaction vessels there needed a new shaft sleeve replaced. The fitter said it would be better if the shaft sleeve was located inside the vessel; according to him, if it were placed outside, people would still have to enter the vessel to carry out work, and it would be more prone to damage. However, the designers said that if the shaft sleeve is placed outside, it’s harder for debris to get into the gaps around it. I’m not quite sure what’s being said; I hope those who are more knowledgeable can explain it. Thank you. If the shaft assembly is on the outside, can’t it be removed directly from the outside? Does one have to go inside the tank to do it?
It can reduce leakage points on the inside, and it is easy to disassemble from the outside; each approach has its advantages and disadvantages. Personally, I think it’s better to use a sleeve inside when the rotation speed is low.
It’s not good to leave it outside; it needs to be sealed. As long as it doesn’t affect the product quality, it is usually kept inside.
