How to manage major hazard sources?

The regulations here are very detailed: the \"Notice on Standardizing the Supervision and Management of Major Hazard Sources\", Safety Supervision General Coordination Document No. [2005] 125. In accordance with Article 33 of the Work Safety Law, Articles 10, 22, and 48 of the Regulations on the Safety Management of Hazardous Chemicals, as well as the provisions of Part II of the Notice on Earnestly Carrying Out the Supervision and Management of Major Hazard Sources (An Jian Zong Xiao He Zi No. 62), the company is the entity responsible for work safety and also the entity in charge of the management and monitoring of major hazard sources, bearing significant responsibilities in this regard. Enterprises shall manage major hazard sources in accordance with the following requirements: (1) It is necessary to keep proper records of major hazard sources and report them truthfully to the safety supervision authorities. In accordance with **relevant regulations**, the unit shall file records of its major hazard sources, as well as relevant safety measures, emergency response measures, quantities, locations, and information on the personnel in charge, with the departments responsible for work safety supervision and management and other relevant authorities at the local level. (II) It is necessary to ensure the funding required for the safety management and monitoring of major hazard sources. (III) It is necessary to establish and improve the safety management regulations for major hazard sources within the organization, assign responsibilities for the safety management and monitoring of such hazards, and develop implementation plans for their safety management and monitoring. (IV) It is necessary to provide safety education and technical training for employees, as well as to organize regular emergency rescue drills, so that they can master the safe operating procedures for their respective positions and the emergency measures to be taken in such situations. (5) It is necessary to install obvious safety warning signs at the site of major hazard sources, carry out continuous monitoring of their operation, and strengthen the safety management of related equipment and facilities. (6) It is necessary to conduct regular tests on the process parameters of major hazard sources and hazardous substances, as well as frequent inspections of important equipment and facilities, and to keep proper records of these tests and inspections. (7) It is necessary to conduct regular inspections of the safety conditions of major hazard sources, and to establish safety management records for such sources. (8) It is necessary to thoroughly address the safety hazards and defects associated with major hazard sources; for those that cannot be rectified immediately, practical safety measures must be taken to prevent accidents from occurring. (IX) It is necessary to formulate emergency rescue plans for major hazard sources, implement the various measures outlined in these plans, and file them with the work safety supervision and management department. (10) It is necessary to implement technical standards at the national, regional, and industry levels, promote technological progress, continuously improve monitoring and management methods, enhance the level of monitoring management, and boost the safety and stability of major hazard sources.

For major hazard sources, especially those in production areas such as oil refining and chemical manufacturing, aside from Document No. 56 which is no longer applicable, there is only GB18218 (also formulated to conform to existing practices); however, various provinces may have their own standards. As for management, it is impossible to discuss how to manage such sources when the identification criteria have not yet been established.
