Can it be determined whether it is a crack?

A106B 2\" flange welded to a 3\"x2\" elbow, X-Strong grade, at a temperature of 140 degrees and a pressure of 45 kilograms; in a static environment without corrosive substances. There is a very slight leakage at a distance of approximately 1.6 MM from the weld line, and neither X-ray inspections nor PT tests could detect any defects. Is it possible that it’s a crack? If PT testing cannot detect it, then it shouldn’t be a crack (provided that the PT test was done properly). RT testing is not very effective for detecting such defects; I think if a leak is detected, there must definitely be some defect! It’s important to pay attention whether there are cracks or not!
