For example, we are a processing facility for oil fields, and there is a renovation and expansion project that needs to be carried out at our facility. As the local authorities in charge, what documents do we require from the construction party?

If it is a bidding process, then the procedures outlined in that process must be followed. It is not required by the bidding process that certain documents be provided: 1.
