Key project in Qinghai: Delingha construction begins on PVC project with an annual production capacity of 400,000 tons

At 9 a.m. on August 3, in the Delingha Industrial Park of the Qaidam Circular Economy Pilot Zone, the groundbreaking ceremony for this year’s 23rd project to be constructed in the pilot zone was held amidst a gentle drizzle. It was a project to produce 400,000 tons of polyvinyl chloride per year, with a total investment of 5.785 billion yuan by Zhongyan Qinghai Chlor-alkali Chemical Co., Ltd. Luo Huiqing, Deputy Secretary of the Provincial Party Committee and Governor; Xu Fushun, Secretary of the Provincial Party Committee and Executive Vice Governor; Luo Yulin, Vice Governor; Luo Zhaoyang, Deputy Chairman of the Provincial Political Consultative Conference and Secretary of the Haixi Prefectural Party Committee; and Mao Qingguo, General Manager of China National Salt Industry Corporation, attended the ceremony to lay the foundation for the project. This project is part of the second phase of the \"two-step\" business strategy implemented by China National Salt Industry Corporation. In line with the overall plan for the Qaidam Circular Economy Pilot Zone, it aims at the comprehensive utilization of resources such as salt, coal, and limestone, thereby promoting the development of a circular economy. It is a key investment project for establishing a salt chemical industry base in the western region, and it also serves as a crucial supporting project for the overall plan of the Qaidam Circular Economy Pilot Zone. The total estimated investment for the project is 5.785 billion yuan. The construction scale includes an annual production capacity of 360,000 tons of caustic soda produced by the ion exchange membrane process, 400,000 tons of polyvinyl chloride per year, as well as supporting facilities for an annual production of 640,000 tons of calcium carbide, 1 million tons of calcium carbide slag cement, 60,000 tons of liquid chlorine, 100,000 tons of high-purity hydrochloric acid, 15,000 tons of recycled waste acid, 2×135MW thermal power plants for internal use, and various utility systems. The construction period for this project is 2 years. Upon completion, it is expected to generate annual sales revenue of 3 billion yuan, annual profits and taxes of 1.1 billion yuan, and create 2,500 new job opportunities. Xu Fushun delivered a speech at the groundbreaking ceremony. He said that the Qaidam Circular Economy Pilot Zone is a key development area designated in the national functional zone planning; it is a vital region for resource development and the advancement of industrialization in the province. It bears the important task of accelerating Qinghai’s process of modern industrialization and driving the economic and social development of the entire province. Accelerating the development of this resource-based area is of great significance for exploring ways for resource-rich and ecologically fragile regions to achieve sustainable development through the promotion of a circular economy. Xu Fushun said that the pilot area has unique comparative advantages for developing the chlor-alkali chemical industry, such as low costs, relatively concentrated resources, and complete supporting facilities. The commencement of this project will further optimize the chemical industry structure in the pilot area and strengthen industrial clusters. It will not only exert a strong driving force on economic growth but also hold great significance for the local industries’ upgrading and transformation, as well as for increasing employment opportunities in the region. Xu Fushun requested that the provincial and state governments sowie relevant departments should actively assist enterprises in overcoming difficulties and challenges, strive to create a favorable environment for their development, provide comprehensive support, and ensure the smooth progress of project construction so that they can begin operations and achieve their intended goals as soon as possible. The project owner and the construction company should accelerate the project progress while ensuring safety, in order to guarantee the quality of the construction.
