Should the safety valve be installed on the pipeline or on the equipment?

Should safety valves be installed on the pipes or on the equipment? From what I’ve seen, they are generally placed on the equipment, as a means of protecting that equipment. What is the purpose of installing safety valves on the pipes? Do they serve to protect the pipes as well?

For example, the safety valves on the boiler, the safety valves in front of the steam turbine, and the bypass system are all used to protect important equipment such as the boiler and the steam turbine. Specifically, it depends on whether the equipment is still being installed or not, as well as the operating environment. The boiler is the device that generates steam, so the safety valve installed on it can provide direct protection. The turbine is the component that receives steam; once a problem occurs with the turbine, the safety valve located in front of it opens, as well as the bypass system, thereby protecting the turbine. If the safety valve is mounted on the turbine itself, then the steam will first do work on the turbine before being discharged, and in that case the turbine cannot be protected
