Yaxin Net: Recently, the coal-to-natural gas project in Ili with an annual production capacity of 5.5 billion cubic meters, funded and constructed by Inner Mongolia Qinghua Group, has been approved by the **National Development and Reform Commission, becoming the fourth coal-to-natural gas project to receive such approval. On the 3rd, reporters learned from the Development and Reform Commission of Ili Prefecture that the project is located in the Qinghua Coal Chemical Circular Economy Industrial Park in Xinjiang. It will be constructed in three phases, with the coal used coming primarily from the Ili River Valley area. The designed production capacity is 5.5 billion cubic meters per year; the capacity of Phase 1, which is 1.375 billion cubic meters per year, began construction in July 2009, with official operation scheduled for next July. Phases 2 and 3 are expected to be completed and start producing gas by 2013. The natural gas produced by this project will be fed into the West-to-East Gas Transmission pipeline network. Officials from the Development and Reform Commission of Ili Prefecture said that with the construction and operation of these projects, the local coal industry chain has been extended, and more value can be extracted from local coal resources, such as tar, naphtha, crude phenol, sulfur, and liquid ammonia, which can be used in the production of fertilizers, rubber, and other products. He explained that since the Ili River Valley has both coal resources and water resources, some companies have chosen it as the location for coal-to-gas projects. According to available data, there are currently 3 coal-to-natural gas projects that have been approved by the National Development and Reform Commission: the Datang International Chifeng project in Inner Mongolia with a capacity of 4 billion cubic meters per year, the Datang Fuxin project also with a capacity of 4 billion cubic meters per year, and the Inner Mongolia HuiNeng project with a capacity of 1.6 billion cubic meters per year.
It seems that the development of coal-to-gas technology cannot be halted; I hope there won’t be another round of methanol-related issues. A large amount of coal-to-gas production is also feasible; it can slow down the development of natural gas and serve as a backup energy source.
Coal-to-natural gas is advancing very rapidly. I wonder what gasification technologies are being chosen; if Lurgi is used everywhere, that will pose serious environmental problems!
As far as I know, most of the current companies are opting for the pulverized coal pressurized gasification technology (China National Chemical Engineering Corporation’s technology is not called Lurgi, but it is indeed Lurgi). Hui Neng and Qing Hua were both designed by the Second Chemical Engineering Institute.

The original poster is really quick with updates. I, who am from here, wasn’t even aware that they started the preliminary construction work without having obtained the necessary approvals. Now they are carrying out the construction while simultaneously applying for approvals. As far as I know, the Qinghua project still hasn’t gotten approval, and Yili doesn’t have the necessary quotas for producing 18 billion cubic meters of SNG per year either. Yet they have already started working on these projects; **the approvals will be granted eventually, it’s just a matter of time.**
It seems that Qinghua uses Luchi. The characteristic of Luchi is that it produces many by-products; therefore, gas-water separation and phenol-amine recovery methods are employed for extraction and treatment. However, it is said that the phenol-amine recovery process is not very effective, and it offers no economic benefits
