**Is there a limit on investment amounts, and are there some small projects for which it isn’t necessary to obtain these permits? My company has an underground structure on the factory premises; is it necessary to go through any procedures?
Article 2: For any construction, renovation, and decoration of various types of buildings and their auxiliary facilities within the People’s Republic of China, as well as for the installation of associated wiring, pipelines, and equipment, as well as for the construction of urban municipal infrastructure projects, the construction entity shall, prior to commencing work, apply to the construction administrative department of the people’s government at or above the county level in the location of the project (hereinafter referred to as the licensing authority) for a construction permit in accordance with the provisions of these measures. For construction projects with an investment of less than 300,000 yuan or a building area of less than 300 square meters, it is not necessary to apply for a construction permit. The construction administrative departments of the people’s governments of provinces, autonomous regions, and municipalities directly under the Central Government may adjust these limits in light of local conditions, and shall file such adjustments with the construction administrative department of the State Council for record-keeping. For construction projects for which the start-up report is approved in accordance with the authorities and procedures stipulated by the State Council, a construction permit is no longer required.
