I have a question: there are currently two projects, both related to papermaking additives. They are small-scale fine chemical projects that involve relocation and capacity expansion – the production facilities are being moved from one location to older facilities in another place, after which new equipment will be installed to triple the production capacity. The total investment for these projects is around four to five million. So, what would be an appropriate total cost for the design work for these two projects?

If a state-owned design institute is hired to do the work, the design fee should be over 300,000. If looking for a private company, it’s estimated to be between 150,000 and 200,000. Of course, it could be even lower, depending on how you negotiate. Hiring private contractors is certainly an option, but it’s not something that can be done by just one or two people; there must be a person in charge who then needs to find specialists in areas such as water supply, electricity, construction, and structure. The payment for hiring private contractors will definitely be low; I think the total amount will be less than 60,000. But don’t forget that even if you hire someone privately, the final drawings still need to be taken to a qualified design firm for approval; you have to pay that firm, and the amount owed will not be less than before. It is not recommended to hire a private individual. Personal opinion, not an authority.
I can tell you something very practical: projects must follow proper procedures, and the construction drawings need to be stamped by a qualified organization. The cost of obtaining such stamps is usually around 25% of the total design cost. If you try to handle everything on your own, it will definitely be difficult, unless the client can provide sufficient support – in the form of a complete process flow diagram, which should be a PID rather than a PFD. You won’t need to carry out any additional calculations or define technical specifications. Additionally, if the piping system isn’t complex, the materials used aren’t flammable or explosive, and there are no large-scale or power-related equipment involved, then the project execution and related technical calculations will be much less complicated
