It seems that valve flanges do not follow HG20596-97; based on past industry classifications, valves are regulated according to the standards for their mechanical components. On the other hand, as you said, it really depends on whether their screw holes can match.
It is mainly the manufacturers – valve producers – that manufacture valves in accordance with American standards. However, the standard for the pipe flanges connected to these valves is HG/T20592 Series B. In order to be compatible with this standard, manufacturers claim that their valve flanges should follow HG20596-97; it’s just not clear whether this will indeed enable compatibility.
Do American-standard valves comply with the standards set by the Ministry of Chemicals? Personally, I think flanges with the same pressure rating can be connected; those with different pressure ratings seem to have bolt holes that don’t align.
The key issue lies in the current standards; some manufacturers follow obsolete standards, which causes significant disruptions to the procurement process. For example, with butterfly valves and their matching flanges, when these components are purchased separately, it is easy to encounter problems with matching them together.
