Shell-and-tube waste heat boiler

I would like to ask fellow sailors: is a preheating recuperator equivalent to a shell-and-tube waste heat boiler? If not. What exactly is a shell-and-tube preheating boiler? Due to special requirements in the capacity planning category (old).
Shell-and-tube waste heat boilers fall under Category 3 pressure vessels (according to the old pressure vessel regulations), while waste heat recovery units should not be classified as Category 3 pressure vessels.
Only medium-pressure shell-and-tube waste heat boilers belong to category 3； Low-pressure shell-and-tube waste heat boilers belong to Category 2.
What I want to say is that, according to the old regulations, the boiler in question should not be what is commonly referred to as a boiler. The boilers referred to in general should be governed by boiler regulations; does this term \"boilers\" refer to something specific here?
