What are the functions of the primary air valve and the secondary air valve in the burner?

Primary air is used directly for combustion in the furnace chamber, while secondary air is employed to regulate the temperature of the exhaust gases and to cool the furnace walls. Vents are used to regulate air volume.
Could that fellow from the seafood community tell me the specific methods for adjustment? Experience-based methods will also work; I mainly want to know how to adjust things so as to improve the combustion efficiency of natural gas.
