Safety issues of oil separators

According to the petrochemical fire protection regulations, water seals should be installed on the inlet and outlet pipes of oil separation tanks. So, does this water seal refer to a water seal well? Do some companies not have water seal wells, and instead use pumps to pump wastewater directly into the oil separator? Additionally, how should steam fire suppression be handled on the oil separator tank?
Our company’s newly designed facility is a water-sealed well; I don’t see any equipment for steam-based fire suppression. Where is it specified that such equipment is required?
