What is the safety situation of large state-owned refining and chemical complexes? CNPC’s complexes are in a slightly worse condition, with more accidents occurring in recent years, such as the explosion at Jilin Petrochemical’s diphenyl plant and the pipeline explosion in Dalian. As for Sinopec’s projects, there seem to be few accidents that make it onto the news broadcasts; some incidents have been brought under control. Are joint-venture refining and chemical complexes safer, such as Yangzi-BASF, Shanghai Sinopec, and Dalian West Pacific? There are many different chemical enterprises under China National Chemical Corporation, and their safety situations are likely not very promising, given incidents like the TDI explosion in Cangzhou. What about the safety status of local state-owned enterprises? In 2008, an explosion at Guangwei Chemical caused 20 deaths. Can the safety standards of foreign-funded enterprises meet international standards? It seems that foreign-funded companies have fewer major accidents.
