On the afternoon of August 20, Liang Jiyu, member of the Yinchuan Municipal Party Committee and executive vice mayor, accompanied by officials from relevant departments, visited Area C of the Linhe Comprehensive Project Zone in the Ningdong Base to assess the progress of infrastructure construction and address related issues. Liang Jiyu demanded that, in line with the \"100-Day Campaign\" for project development currently underway in our city, efforts should be made both to develop infrastructure and to attract investment, so as to ensure that enterprises are settled in the industrial park by the end of October. Zone C of the Linhe Comprehensive Project Area in the Ningdong base is located 36 kilometers west of Yinchuan city center and extends to the border between Ningxia and Inner Mongolia. The total planned area is around 34 square kilometers, and it is divided into four industrial parks: a coal chemical park, a fine chemical park, a Yongning Industrial Park, and a Xixia Industrial Park. The total investment in infrastructure construction is expected to reach 1.8 billion yuan; this project is one of the 30 key projects identified by our city in 2010. Previously, there were only rolling sand dunes in this area. Since construction began at the end of March this year, and after more than four months of hard work, the main roads running in a vertical and horizontal direction are set to be opened to traffic by the end of this month. 80% of the land within the park has been leveled, and the investment spent on infrastructure construction has already exceeded 500 million yuan. It is understood that the park has already attracted two enterprises: Sinochem Fertilizer Group, which has invested 16 billion yuan in a project to produce 3.2 million tons of urea and 2 million tons of synthetic ammonia per year; and China Power Investment Ningxia Energy Co., Ltd., whose coal washing plant and power plant projects are expected to be operational by the end of October. During the inspection, Leung Kit-yu coordinated matters related to the land allocated for projects in the park and the funding required for their construction. He asked the relevant departments to ensure proper coordination and to further refine the park’s planning, so that all infrastructure projects could be completed efficiently and to a high standard by the end of October. At the same time, efforts were made to attract investment by focusing on the coal chemical industry chain; large-scale and high-quality projects were carefully selected in order to contribute significantly to the city’s \"100-Day Campaign\" for project development.

Reply 1# Huang Xinhui: Additionally, according to reliable sources, the project for producing domestic large-scale fertilizers at CNPC’s Ningxia Petrochemical plant is likely to be approved at the beginning of September, with construction starting as early as October!
It seems that Ningxia is making great strides taking advantage of the Western Development Initiative!

Reply to 1# Huang Xinhui: The design work for China Coal Group’s Tuoketou fertilizer project in Ordos is now basically complete, and some aspects of the project have entered the EPC bidding stage. However, there are no latest updates regarding the Ningxia Sinochem project at present. It can be revealed, however, that Sichuan Chemical Group’s fertilizer project in Ningdong is currently in the process of equipment installation, and progress is going fairly well.
The 3.2 million-ton urea project of Ningxia Sinochem is not expected to proceed for certain reasons at present!
**Policies for industrial restructuring have already been formulated; the process of restructuring the cement, steel, and coal industries is being accelerated. However, there is still a significant gap compared to the desired goals, and interest coordination in many areas is inadequate. Eliminating small-scale industries with high energy consumption and establishing large enterprise groups with international competitiveness is the ultimate trend in global industry development.
