Is the large fluctuation in generator load related to primary frequency regulation?

Yesterday, the load of Unit 1#100MW in our plant fluctuated frequently, reaching levels of 20-30MW; it stabilized once primary frequency control was applied. What’s going on here?
Fault filtering should be in place; check whether resonance occurred at that time, that is, whether there were any fluctuations in voltage or current, as well as how significant the variations in voltage with respect to ground were. Also, verify whether any large equipment started up under load at that time. Another important issue to check is the gas turbine.
