It should vary depending on the design requirements of the turbine; the optimal operating point for each model is likely to be different.
The question is too general to answer; the parameters for steam turbines vary greatly depending on the pressure level, and there are also significant differences in the materials used. The exhaust backpressure is related to the technical approach adopted by the manufacturer. Theoretically, the lower the exhaust backpressure, the higher the efficiency, but in practice, the vacuum level also needs to be taken into account, so it’s not possible to generalize
