Siemens S7-200 communication issues

The company’s torch control system uses Siemens S7-200. For some reason, communication has been unavailable recently; there is no signal even when using a laptop for local PLC simulation. Strangely enough, the voltage in the circuit reaches 14.6VDC, which is causing the communication issue. Has anyone else encountered such a problem? I hope experienced folks can offer some guidance.
I don’t understand what you mean by circuit voltage. The system manual for the S-200 states that the voltage at the 7-pin is 24V. Is the loop voltage you mentioned this voltage? I have never encountered this situation. You can try a different spare part. If that still doesn’t work, it’s possible that the settings for port 200 were inadvertently modified during the last program installation, such as the station number, baud rate, and so on.
