The insufficient air pressure is usually caused by rust and debris in the gas, as well as water blocking the air supply pipes, or even blocking the capillaries of the pneumatic amplifier.
We have encountered this problem while driving as well; after checking, it turned out that the issue was insufficient air pressure, which prevented it from working. I hope this can help you.

Although I don’t know much about on-site instruments and such, I think the problem is likely insufficient gas supply pressure first; In our facility, there is an electric valve in the fire protection piping system that presents a similar issue: when the cooling water pump is not running, the electric valve can open properly. However, once the pump starts operating, pressure builds up in the piping system, and the valve can only be opened to 17% of its full opening degree!
It has nothing to do with the air source pressure, as everything functions normally during shutdown adjustments. It’s because the actuator chosen is too small, resulting in insufficient thrust
