They did not plan to ask Chinese billionaires to donate or persuade them to make donation pledges, as they did in the United States.

Gates and Buffett intended to hold a gathering to discuss charity-related matters as well as other issues such as inviting China to participate, but they wanted to persuade the Chinese to engage in charitable activities without having to urge the wealthy to make pledges in that regard, as is done in the United States.
Gates and Buffett’s initial intention was just to hold a gathering related to charity while they were in China handling other matters; they had no intention of persuading wealthy people there to make charitable donations, nor of motivating them to commit to such donations as is done in the United States.
