Notice on Issuing Guidelines for the Safety Control Design of Processes Involving Oxidation, Peroxidation, Diazotization, Cracking, Amination, and Alkylation – Lu An Jian Fa No. 35 To the safety supervision bureaus of various cities, those of counties (cities, districts), all chemical enterprises, as well as relevant design and construction units: In order to standardize and guide the design, installation, and renovation of safety controls for the six hazardous chemical processes of oxidation, peroxidation, diazotization, cracking, amination, and alkylation across the province, and to ensure the safe operation of these process units after installation or renovation, the Provincial Safety Supervision Bureau, in collaboration with institutions such as the Shandong Chemical Industry Research Institute and Shandong Hui Zhi Engineering Design Co., Ltd., along with relevant experts, has formulated guidelines for the safety control design of these six hazardous chemical processes, in accordance with the requirements set out in the “Notice on Publishing the List of Key Hazardous Chemical Processes Subject to Strict Supervision” issued by the State Administration of Work Safety (An Jian Zong Guan San 116 No.). These guidelines are now being issued to you. Please comply with the requirements set out in the Notice issued by the Provincial Work Safety Supervision Bureau titled \"On Issuing Guidelines for the Safety Control Design of Six Hazardous Chemical Processes: Chlorination, Nitration, Sulfonation, Polymerization, Fluorination, and Hydrogenation\" (Lu An Jian Fa No. 108), and earnestly implement the guidelines for the safety control design of the six other hazardous chemical processes: oxidation, peroxidation, diazotization, cracking, amination, and alkylation. Any issues identified regarding these guidelines in your work should be reported promptly to the Provincial Work Safety Supervision Bureau’s Hazardous Chemicals Division. Attachments: 1.
