How does the Yokogawa DCS determine the value based on the number of points?

For example: Yokogawa CS3000, 900 points, with half for Signal A and half for Signal D; 6 operation stations. We are already asking for quotes. If we were to estimate the cost ourselves, how should we do it? Should it be based on a certain amount per point?
