Does CNOOC Engineering Company have the capability and qualifications to undertake LNG projects? It probably won’t work

Sinopec Shandong LNG Project is located in Dongjiakou, Jiaonan City, Qingdao, Shandong Province. It consists of a reception station, a terminal facility, and an export pipeline system, and is being constructed in two phases. The total investment for the first phase is 9.66 billion yuan. The project plans to handle 3 million tons of LNG per year; it involves the construction of 3 storage tanks with a capacity of 160,000 cubic meters each, as well as a dedicated terminal and receiving facilities capable of accommodating LNG ships with a capacity of 80,000–270,000 cubic meters. In addition, gas transmission pipelines will be built along the routes Dongjiakou–Boli–Jiaozhou–Laixi and Rizhao–Linyi, with a total length of around 400 kilometers. The designed annual gas transmission capacity is 4 billion cubic meters. The project is expected to be completed and put into operation in November 2013. The scale of construction and the commissioning date for the second phase will be determined based on the availability of resources and the development of the natural gas market.

It should be SEI or LPEC that handles it; it definitely can’t be some other company. Even if the process packages are purchased, that’s because Global Design Institute now belongs to CNPC. After all, Guangxi Petrochemical uses foreign process packages, with domestic companies providing support in that process

Is it definitely upstairs? Although it is a Sinopec project, there is no design institute within Sinopec’s system that has experience in LNG projects; SEI and Luoyang likely haven’t handled any such projects either, right?

At present, CNOOC is involved in the most LNG projects in China; the approved project in Qingdao is owned by Sinopec. However, CNPC and CNOOC seem to be planning LNG projects in Weihai and Qingdao

The groundbreaking ceremony for Sinopec’s Shandong LNG project was held on September 10, 2010, in Dongjiakou, Jiaonan City, Qingdao, in a grand and solemn manner. The ceremony was presided over by Zhang Kehua, Vice President of Sinopec Corporation. Attendees included Hu Weiping, Deputy Director of the Energy Bureau; Wang Suilian, Vice Governor of Shandong Province; Wang Tianpu, Vice Chairman and President of Sinopec Corporation; Wang Zhigang, Senior Vice President; Somare, Minister of Public Enterprises of Papua New Guinea, along with Tingstain, Minister of Planning and Regional Development; Graham, Executive Director of ExxonMobil Highlands Limited; leaders from relevant departments, Shandong Province, Qingdao City, and Sinopec Corporation; representatives from the delegation of Papua New Guinea; as well as representatives from the design, construction, and supervision firms involved in the project. As the design firm for the LNG cryogenic storage tanks, our company sent representatives to the foundation-laying ceremony, led by the deputy general manager along with project managers and over a dozen engineers in charge of design and project management. SEI is the design firm for LNG cryogenic storage tanks. The EPC work for all of China’s LNG receiving stations’ jetties is carried out by CCCC (China Harbour).
