Those who are familiar with this project are welcome to come and discuss it~ The Zhanjiang Sino-Kuwait Integrated Refining and Chemical Project is jointly funded by Sinopec and Kuwait Petroleum Corporation at a cost of 59 billion yuan. It involves the construction of 18 new refining units and 10 chemical processing units; the refinery’s capacity to process crude oil will reach 15 million tons per year, while its ethylene production capacity will be 1 million tons per year； A 300,000-ton crude oil terminal and 35 kilometers of refined oil transmission pipelines will also be constructed as part of this project. In May 2010, the **National Development and Reform Commission approved the initiation of preliminary work for the Sino-Science refining and chemical integration project.

On August 10, 2009, Sinopec announced that it and Kuwait Petroleum Corporation had decided to locate the plant for the Sino-Kuwaiti joint venture in Guangdong’s Donghai Island. The preliminary cost estimate for this joint venture project was around $9 billion, with completion and operation planned for the end of 2013. After three years of difficulties, the location of this Sino-foreign joint venture project was finally changed from Nansha in Guangdong to Donghai Island in Zhanjiang, and its investment scale expanded from the initial 5 billion dollars to around 9 billion dollars at present. Sinopec announced that China and the Kingdom of Kuwait signed a Memorandum of Understanding in May 2009 regarding the establishment and development of an integrated refining and chemical manufacturing joint venture in Guangdong Province. Subsequently, Sinopec and Kuwait Petroleum Corporation organized a joint expert team to conduct multiple rounds of site evaluations for the project within Guangdong Province. After thorough review by the senior management of Sinopec and Kuwait Petroleum Corporation, it was decided to select Zhanjiang Donghai Island as the site for the Sino-Kuwaiti joint venture Guangdong refining and chemical integration project. This week, the two parties will begin working on the feasibility study report for the relocation of the new factory site and the environmental impact assessment report. The partners in this joint venture include Sinopec, Kuwait Petroleum Company, and other potential international partners in the refining and petrochemical industries. The preliminary cost estimate for the joint venture project is around $9 billion, with possible adjustments based on the conditions at Donghai Island. Project implementation process: ●On May 27, 2009, accompanied by relevant officials from the Guangdong Provincial Development and Reform Commission, Mr. Mahmoud, the Far East representative of Kuwait Petroleum International Company, visited local leaders in Zhanjiang on behalf of the company. A meeting was held to discuss issues related to the location selection for the Sino-Kuwaiti integrated refining project in Guangdong, with the aim of gaining information about the potential sites for the project in Zhanjiang. ●From June 22 to 23, 2009, a Kuwaiti owner delegation led by Mahmoud, acting as the representative of Kuwait Petroleum International Company’s Far East region, visited our city to examine potential sites for the Sino-Kuwaitian refining and chemical integration project. ●On August 10, 2009, Mr. Mahmoud, the Far East representative of Kuwait Petroleum International Company, paid a special visit to Huang Longyun, the provincial leader, to formally inform Guangdong Province that the Sino-Kuwaiti joint venture for a integrated refining and chemical project had chosen Donghai Island in Zhanjiang as its location. ●On August 29, 2009, Zhanjiang City **established a command team for the Sino-foreign joint venture petrochemical integration project and the construction of the petrochemical industrial park. ●On October 26, 2009, the People’s Government of Zhanjiang City, Sinopec Group Corporation, and Kuwait Petroleum Company signed a project memorandum of understanding in Guangzhou. ●On February 10, 2010, the project owner officially submitted the project feasibility study report to the **Development and Reform Commission. ●On March 9, 2010, a public consultation meeting on the environmental impact assessment for the Sino-foreign joint venture Guangdong petrochemical integration project was held at the Donghai Building on Donghai Island. ●On April 10, 2010, the project owner officially established a preparatory team for the Sino-foreign joint venture Guangdong petrochemical integration project to carry out preliminary work. ●On April 26, 2010, the project owner officially submitted the project’s environmental impact assessment report to the **Ministry of Environmental Protection**. ●On May 17, 2010, Sinochem Refining and Chemical Integration Project, China’s largest joint venture at that time, officially received approval from the National Development and Reform Commission, which authorized the commencement of all preliminary work for the project.
