The project is being built by Sino-Russian Oriental Petrochemical (Tianjin) Co., Ltd., a joint venture established by China National Petroleum Corporation’s Natural Gas Co., Ltd. and Rosneft International LLC. China National Petroleum Corporation’s Natural Gas Co., Ltd. holds 51% of the shares, while Rosneft holds 49%. The total investment is expected to exceed $30 billion, with an annual refining capacity of 13 million tons. 　　That morning, Chinese and Russian energy negotiators held their sixth meeting in Tianjin.
