Division of responsibilities among security teams during the device commissioning process

Work is in progress here, but sometimes when we try to find a security company, they refuse, saying it’s the manufacturer’s problem. Are there clear standards for defining the responsibilities of bodyguards?
It is generally the construction company that is responsible; I’m not sure what your understanding is.
The responsibilities of the security team should be the same as those of the maintenance team; the difference is that the security team is responsible for the period right after the system starts operating (usually 72 hours), while the maintenance team is in charge of equipment upkeep during normal operation. During the commissioning of the equipment, the manufacturer’s personnel should be on site; if any problems arise with the equipment, it should be the manufacturer who handles them.
