Now that the new container regulations have been introduced, many containers with an extremely high or high level of toxicity have been downgraded from category three to category two due to factors related to pressure and volume. Indeed, as the original poster said, many pressure vessels with high pressures and those handling highly hazardous media have been classified as Category II. However, there are also many large-scale low- and medium-pressure vessels that were originally classified as Category II but are now classified as Category III.

Media with an explosion risk pressure of over 1.6 MPa and a larger volume fall into Category 3 (formerly Category II); those that used to be in Category III became Category II due to their insufficient volume. Toxicity levels that are high or extreme are not given special treatment.
That’s right; generally, larger tanks containing explosive materials are easily classified as Category 3, while heat exchangers operating at medium or low pressures are rarely classified as Category 3
For media that are explosive or highly hazardous or of a higher hazard level, if the pressure exceeds 1.6 MPa, it is easy for them to be classified as Category III. If the pressure is below 1.6 MPa and the volume is not particularly large, it is difficult for such media to be classified as Category III. The current classification method is based on the potential danger posed by the media, and I think this approach is more reasonable than the old volume-based regulations
