Installation of bulk boilers: 1. When marking the position for the boiler foundation, all debris in the boiler room should be removed. All pits, holes, and openings smaller than 1.5m×1.5m must be equipped with secure safety covers. Around openings larger than 1.5m×1.5m, two sturdy protective railings must be installed, with a horizontal safety net hung in between. 2 The installation of temporary power supplies at the boiler construction site shall comply with the provisions of Article 4.2.2 of these regulations regarding temporary electrical installations. 3 The lighting used for boiler installation and construction should not exceed a safe voltage of 36V ; Low-voltage lighting of no more than 12V should be used inside the boiler drum. 4 The tool handles used for unpacking the equipment are firmly installed. The pallets from unpacking should be removed, cleared, and neatly stacked in the designated area as they are taken out. 5 The load-bearing working platform used for installation shall be erected by scaffolders in accordance with the specific safety construction organization plan (construction scheme) or the safety technical measures. It may be used only after passing the handover and acceptance inspection. The protective railing on the feed side of the operating platform should be restored promptly. Materials or equipment components must not be piled on the platform, and overloading is strictly prohibited. 6 The lifting points for the boiler body must be firm and reliable; anchors must never be attached to brick columns, brick walls, or other unstable structures. 7 During lifting, it is necessary to comply with the regulations set forth in these procedures for riggers, crane operators, and signalers. When two winches are used to lift a component, their speeds must be synchronized; it is strictly prohibited to use winches with different tonnage, speeds, or torque values to lift a component or equipment. 8 When installing the boiler steel frame beams, operators working at heights must wear safety belts. The hand must not rest on the top of the crossbeam. It is strictly prohibited to have people work on it until the crossbeams and columns are properly welded together. After the first row of crossbeams is installed, a safety net should be hung in the middle. After the boiler steel frame is firmly welded, then install the steam drum; it is strictly prohibited to reverse the sequence of operations. 9 Annealing of the convection tubes in boilers: The lead melting pot should be placed outdoors, with rain protection measures in place ; Operators should wear gloves and protective glasses ; It is strictly prohibited to place wet lead blocks into the lead pot. For the annealing of steel pipes, the ends to be annealed should first be dried before being inserted into the lead pot and secured firmly ; The operator’s feet should be covered with shoe covers. 10 The platform, guardrails, ladders, and handrails of the boiler body must be installed simultaneously with the boiler. 11 When the steam pipe is inflated, a dedicated person should be assigned to monitor outside the boiler drum; any potential safety hazards should be addressed by turning off the power immediately. When supplying air into the boiler drum, it is strictly prohibited to use an exhaust fan without a guard in place of an axial flow fan. 12 When welding the boiler frame, welders must comply with the relevant provisions of these regulations. The secondary wire of the welding machine must be connected using two wires; it is strictly prohibited to use other metal structures or steel pipe scaffolding as a substitute for the circuit. 13 When conducting a cold test run of the spiral slag extractor and a trial operation of the grate, temporary electricians must be available to assist. 14 The installation of electrical control equipment, economizers, hydraulic transmission systems, fans for air intake and exhaust, water softening equipment, etc., must be carried out in accordance with the safety regulations and safety technical measures specified in the relevant construction standards; illegal operations are strictly prohibited. 15 When testing the installed mechanical and electrical equipment, it must be done in conjunction with relevant personnel; it is not allowed to start it without permission. The trial operation of large-scale equipment should be carried out under the supervision of a designated person, and the operating procedures must not be altered or reduced arbitrarily. For the installation of quick-install boilers, 1. The operator must strictly follow the specific construction plan and the instructions regarding safety measures. 2 When transporting or lifting boilers and auxiliary equipment horizontally, the operators should be crane operators and comply with the relevant regulations for crane operators outlined in these procedures. Non-operators are not allowed to enter the lifting operation area. 3 When using a three-wood frame for manual lifting, the structure of this frame must have sufficient strength to bear loads, and it must be stable and reliable. Steel wire ropes should be used to attach the chain blocks; it is strictly prohibited to use No. 8 lead wire as a substitute. 4 The voltage of temporary electrical lighting at the construction site shall comply with the provisions of 4.3.4 of these regulations. 5 When using an A-frame ladder (foldable ladder) during operations, comply with the provisions of 15.0.3 of these regulations. Pipeline installation 1: For the transportation of pipes, obstacles on the roads should be removed. Automobile transportation must be carried out with the assistance of crane operators or loading/unloading workers ; When transporting by cart, the pipes must be tied securely, and they must be lifted and lowered evenly during loading and unloading ; When transporting with rollers, do not adjust the rollers by hand directly, and there must be no one in front of the rolling pipes. When transporting pipes upward using a tower crane, the relevant provisions for tower cranes in these regulations must be followed. Pipes should be stacked steadily and securely; they must not be piled up haphazardly. 2 The rust removal and painting of the pipes should be carried out before installation. When cutting pipes, the pipe should be clamped in a pipe pressure clamp; bench vices should not be used ; The pipe should be supported by brackets or hands. When cutting pipes with a grinding wheel, the pressure should be even; excessive force should not be used, and the operator should stand on the side opposite to the direction of rotation of the grinding wheel. 3 When cutting, grinding, removing sharp edges, or knocking off welding slag from pipe fittings, the operator must wear protective glasses, and no one should be present in front of them. 4 When drying the tube, the steel wire rope should be securely tied to the tube; operators must not stand on the inside side of the wire rope or cross it casually. Earth anchors and other useful piles must be secure. 5 During pipeline purging, a dedicated person should be assigned to monitor the discharge outlet. No installation or maintenance shall be carried out during purging and testing. 6 When heating asphalt, the provisions of Section 14.2 of these regulations shall be followed. 7 When installing the vertical pipe, an application must be submitted to the general contractor before removing the rebar mesh or safety cover plate at the pre-made opening in the pipe; such removal is only permitted after the procedures for using that opening have been completed. After the operation is complete, the safety cover for the reserved opening should be reinstalled and secured tightly. 8 When installing the cooling tower vertical pipe, the flange at its upper end, which is the last pipe connected to the cooling tower, must be welded first before it is connected to the cooling tower’s plastic flange. Before welding the installation riser, a fire permit must be obtained, a dedicated person must be assigned to monitor the fire, and firefighting equipment must be ready. The holes in the shafts should be sealed tightly with water-soaked asbestos cloth; it is strictly prohibited for sparks to fall to the lower floor. 9 When installing pipes in sewers or damp areas, the lighting voltage must not exceed 12V. The welding cable must not be exposed or damaged. Operators must wear insulated shoes and insulated (welding) gloves. 10 When aligning and joining pipes, the movements must be coordinated, and hands must not be placed on the pipe ends or joints. 11 For the installation of outdoor heating pipelines, the earthwork work for the pipe trenches shall comply with the provisions of Section 5.2 of these regulations.
