Water conversion factor

My job is related to energy conservation and emission reduction. I’m not clear about the water equivalence factor in energy calculations; could everyone please help me out? Thank you!

To further advance energy-saving efforts, to objectively and accurately reflect the total energy consumption of projects as well as the energy consumption per 10,000 yuan of industrial added value, and to conduct scientific and standardized evaluations and audits of energy consumption, the conversion factors for expressing energy consumption in terms of standard coal have been determined based on the standards and regulations issued by **relevant departments, following appropriate research. Table of conversion factors for major energy-consuming fluids Fresh water: 25,000 tons = 2.571 (tons per standard coal unit); Softened water: 25,000 tons = 4.857 (tons per standard coal unit)
