Each has its advantages and disadvantages; the original poster should think it through carefully and make a decision soon!
For state-owned enterprises, it’s better to stabilize things first and consider other matters later; if basic living conditions are a problem, there’s no way to develop
It is indeed a rather difficult choice. It depends on the original poster’s intention. It’s not necessarily better in state-owned enterprises either; I used to work there, and I felt there was no way to make a name for yourself, so I left
One must consider everything, but not too much. If gold could be seen on the ground, everyone would go to pick it up; yet the gold buried underground remains unseen by most people.
I think I can take a chance and work in a private company for two years first. Is the status of a recent graduate really that valuable? If that doesn’t work out, you can go for a PhD later on.

Going abroad should be considered carefully; in my opinion, it would be a good choice for the original poster to work in a state-owned enterprise. With the poster’s work experience and master’s degree, they have an advantage over ordinary fresh graduates in getting into good state-owned enterprises. Most companies prefer solutions that can be put into use quickly and generate benefits for the company right away, and this is the advantage of the original poster.
It is highly recommended that the original poster go to a private enterprise; state-owned enterprises will eventually be restructured, so it’s better to earn more capital so as to be able to start one’s own business in the future
It seems that fresh graduates can get a position within state-owned enterprises through the official staffing system, but this isn’t necessarily the case; these days, in state-owned enterprises, whether there is an official staffing position or not, employees all sign contracts.
Consider your own circumstances and choose the most suitable option, rather than the best one. You mention entering a state-owned enterprise but are worried about losing your job; people don’t think ahead. So there’s no need to worry too much about these things at this stage. What’s important is to choose the right direction. If you enter a state-owned enterprise, you can acquire valuable skills, and if you’re not rigid in thinking, you won’t be afraid of change. So for multiple-choice situations, it’s better to make the decision yourself
