“What does “proper power supply” mean (regarding the loading of chemicals)?

The static grounding indicator light keeps flashing red. To address the issue, check whether the electrostatic device is properly powered on and whether there is power available at the power supply. My question: 1. What does “proper power supply” mean? Is it “conductivity”? 2. What kind of “power source” is meant?
Why isn’t anyone responding? Is it too simple? – It’s not simple for beginners.
