Was the lightning protection inspection failed because cable lines were introduced overhead using fiberglass cable trays?

As stated in the title, during another lightning protection inspection, the lightning protection center pointed out that it was not acceptable for the cables to be introduced via fiberglass cable trays in an overhead manner, as this did not meet the requirements for lightning protection. (No such issues were raised during the tests in 2008 and 2009, and the test results were satisfactory.) ) What is the basis for this, and what is its purpose? I think using fiberglass is better than using iron cable trays, especially in terms of corrosion resistance, insulation, and cost efficiency.
If a steel cable tray is used, when lightning strikes the tray, the current can flow into the ground through the tray and its supports, without affecting the cables. Using fiberglass cable trays will hit the cables, and thus the devices connected to those cables.
The location of cable trays is generally not high; the height of many buildings in the surrounding area is much greater than that of the cable trays, and they are all equipped with lightning protection systems, so lightning is unlikely to strike them.
