What are the requirements regarding the sequence of the steam pipeline outlet valve, check valve, and safety valve?

Steam pipelines are generally equipped with an outlet valve, a check valve, and a safety valve. What are the requirements regarding their order from one another? Can it be set arbitrarily?
I think the distance between the outlet valve and the check valve should not be too great; the outlet valve should be located near the root of the pipe, with the check valve following； As for the installation location of the safety valve, it is quite flexible – just set the setting pressure properly.
General principles for the installation of check valves, safety valves, and isolation valves on steam output pipes: Check valves and isolation valves should be installed on the steam output pipes near the steam drum or waste heat boiler; the check valve should be located close to the steam drum or waste heat boiler, while the isolation valve should be placed downstream of the check valve. The safety valve is installed on the drum or on the steam outlet pipe between the check valve and the isolation valve, that is, as close as possible to the equipment being protected.
