Can thinner pipes be used to transport liquids?

I found that our company uses relatively small pipes with a diameter of Φ10*2.5 for the hot water delivery pipelines. Are such pipes inappropriate, prone to clogging, and affected by flow rate?
This is determined by the water volume; a small pipe is sufficient as long as it can handle the flow rate, so there’s no need to use a larger pipe. If there are many impurities in the water, it is advisable to choose a larger one.
If the medium used for transportation is water, then there’s no problem; to ensure smooth flow, an additional filter can be added
