Problems with the exhaust outlet?

I have a small question: is it necessary to install an exhaust port in the shell side of a shell-and-tube heat exchanger, or is it optional? Is it the same for horizontal and vertical types? It seems like it should be added, but in actual production, the connections are usually sealed off with blind flanges (with auxiliary materials flowing through the shell side)
Before testing and maintenance, the shell-side gas can be drained.
