Measurement of baffle tube hole size?

Must the holes in the baffle and those in the tube sheet be drilled to match? Is the size of the hole measured with a vernier caliper? If the hole size needs to be 1 mm larger, is that acceptable? Thank you!
Drill holes in the tube sheet? What to pair with? Drilling can be done by marking, and baffle plates can be drilled as well. As long as it is convenient to pass the heat exchange tubes through, it doesn’t matter if the holes in the baffle plates are larger, but they cannot be too large. Vibration during operation is required to be controlled, as specified in GB151.
The holes in the baffle plates must be drilled to match the holes in the tube sheet; if drilling is done by marking, it may cause difficulties when inserting the tubes. The size of the holes can be measured using two gauges, an outer gauge and an inner gauge. If the holes in the baffle plates are too large, it will affect heat exchange.
