At present, 18 provinces and regions in China have proposed to establish new energy bases for solar power generation, wind energy, photovoltaic industries, etc.; some provinces and cities have even formulated plans to develop new energy industries worth trillions of yuan. On the other hand, the central government currently adopts a cautious attitude toward the development of the photovoltaic industry; one manifestation of this is the lack of urgency in setting prices for electricity generated by photovoltaic systems, which hinders the growth of the domestic photovoltaic application market.
