How to repair a pressure vessel that has corroded to such an extent under normal pressure

A pressure vessel in the workshop has been in use for seven years, and the corrosion on its top is quite severe; it’s quite alarming. Please share your thoughts on how this should be dealt with. If repair is necessary, what would be the best way to do it?

No image is visible. If it is a carbon steel tank, it is recommended to use a sandblaster to remove rust, then fill the gaps with mortar before lining it with fiberglass or rubber
