Questions regarding the gas holder system

A gas holder is used to store and replenish gas in high-pressure pipelines as well as to handle gas that needs to be vented. As the amount of gas that needs to be vented increases, the height of the gas holder also increases. My question is: the pressure of the gas being vented should be quite low. Since the height of the gas holder increases, its pressure should be relatively higher. So how does the gas that is being vented enter the gas holder? In the DCS system, are there two parameters for monitoring: the pressure of the gas tank and its height? Can the pressure in the gas holder be considered a constant value? There’s also something regarding the compressor: does a 3000 m3 high-pressure compressor mean that when it is operating, the inlet flow rate is 3000 m3/h and remains more or less constant?
There is also a line leading to the flare before the low-pressure gas inlet cabinet; before reaching the flare, there is a water seal tank. The height of the water level in this tank determines the maximum pressure allowed in the low-pressure system, which is generally around 300 kPa. Well, it’s necessary to use that water seal – you can’t proceed without it.
